The Renter Filing Fund

Free Code Filing for Florida Renters

Your landlord is ignoring a real problem. Mold, no heat, a plumbing leak, broken smoke detectors. Code enforcement can compel the repair. The Fund covers the filing for tenants who can't pay for it, and files under SNITCH's name instead of yours.

Backers fund the Fund, not you. Applications open when the GoFundMe funds it. Until then, tell us about your situation and we'll reach out when filings open.

Enforcement is about the condition,
not the complainant.

A code violation is a code violation regardless of who reports it. Florida's SB 60 (2021) ended anonymous complaints, so a renter who files directly puts their own name on a public record. The Fund removes both barriers at once: SNITCH files under its name, and backers cover the cost.

Can't pay to file?
That's what the Fund is for.

Get On The List For Free Filings

One situation,
on purpose.

The Fund is built for a tenant who can't cover the paid filing,
reporting a condition in the home they rent.
That keeps it simple and keeps it honest.

1. You can't cover the paid filing

When you report a violation, your name becomes public record. Neighbors might see your complaint, leading to worries or arguments. This fear stops many people from speaking up.

2. You rent the home you're reporting

Filing complaints means dealing with complicated forms. Agencies often ask for specific legal terms or detailed documents. Many people feel lost or frustrated trying to get it right.

3. The condition is real and current

Cities and counties each have their own reporting rules. This makes the process confusing. Knowing how each area handles complaints can be tough if you don’t know the local system.

4. Your jurisdiction accepts an agent filing

Filing complaints means dealing with complicated forms. Agencies often ask for specific legal terms or detailed documents. Many people feel lost or frustrated trying to get it right.

Your own rented home. Nothing else.

A complaint about a neighbor's property, an HOA dispute, a short-term rental down the block, or any building you don't live in goes through the paid path.

SNITCH won't file a complaint it can't verify, and won't file one staged or exaggerated to pressure a landlord. Knowingly false code complaints are illegal in Florida. The Fund describes physical conditions, not the people in them.

    What It Costs You

    Nothing.
    Backers cover it.

    Not an anonymous filing service.

    Your Privacy, Stated Honestly

SB 60 ended anonymous complaints, and Chapter 119 makes a complainant's name and address disclosable through a public-records request.

What SNITCH does instead: it files as the named complainant of record, so a public-records request on the complaint returns SNITCH's information rather than yours. That reduces your exposure. It does not erase it. The protection depends on the municipality, and it does not override lawful legal process such as a subpoena.

SNITCH tells you the posture for your specific city before anything gets filed, so you decide with the real picture in front of you.

    Why We Do This

    Holding Government Accountable

Most tenants don't lose because they're wrong. They lose because they're broke, exhausted, and out of options.

Filing a code complaint against a landlord costs money, takes time, and demands a tolerance for bureaucracy that someone living on the edge doesn't have.

Standing up under Florida law also puts your name on a public record. SB 60 (2021) ended anonymous code complaints, so a tenant who files directly is exposed to landlord retaliation.

The Renter Filing Fund exists to remove that barrier. SNITCH files under its own name, so the tenant's name stays off the complaint. That reduces the exposure, and it means a renter doesn't have to choose between getting a repair and risking their housing.

A History of Leveling the Playing Field

The Fund isn't a sudden pivot. It's the next step in advocacy work SNITCH has done for years, building clean, ethical paths through broken systems:

    • ESADoggy gave away free mental health evaluations and services to people experiencing homelessness and living in shelters, so the most vulnerable weren't locked out of stability.
    • Mission PTSD built direct pipelines for veterans carrying combat trauma to be seen, supported, and taken seriously by institutions designed to write them off.
    • Operation Kiev carried that same approach to Ukraine, delivering trauma-focused resources to people whose lives and families were shattered by the invasion.

    Turning Stories Into Official Leverage

The pattern repeats. When a system is complicated, cruel, or captured, SNITCH builds a tool to clear the bottleneck, then gives it to the people who need it most.

The Renter Filing Fund is the next version of that. Instead of a free clinical evaluation, the Fund gives away an official, on-the-record municipal filing. The Fund opens when the GoFundMe funds it.

When a tenant brings a case to the Fund, SNITCH reviews the complaint for completeness, confirms the local jurisdiction accepts an agent-filed complaint, and files it under its own name as the complainant of record. This is administrative routing, not a legal opinion on the case, and the tenant attests to the facts they report.

For a tenant trapped in unsafe or unhealthy housing, a filed complaint is often the first real leverage they've held. The Fund puts that within reach at no cost.

SNITCH is not an anonymous filing service. Filing under our name keeps the tenant's name off the complaint, which reduces exposure. It does not erase it, and it does not override a subpoena. We tell each tenant their city's public-records posture before anything is filed.

    FAQS

    Is this really free?

For tenants who qualify, yes. GoFundMe backers fund the filing. You pay nothing.

Will my landlord find out it was me?

SNITCH files under its own name, so the complaint on record carries SNITCH's information instead of yours. That reduces the chance your landlord can tie the filing to you. It is not a guarantee. Disclosure rules vary by jurisdiction and a court can compel information through legal process. SNITCH tells you your city's posture before filing.

    What if I don't qualify?

If the condition isn't in your own rented home, or your jurisdiction won't accept an agent filing, the Fund can't cover it. The paid path at /get-started/ may still be an option, and SNITCH will tell you whether your city accepts the complaint before you pay.

    When do applications open?

When the Kickstarter campaign funds the Fund. Tell us about your situation now and we'll reach out when filings open.

    What conditions count?

Documentable code or habitability violations in a rental: mold, no heat or hot water, plumbing failures, electrical hazards, missing or broken smoke detectors, structural problems a landlord won't repair. SNITCH identifies the right ordinance for the condition once you send the details.
